Charities are besieged by demands: pressures of regulation, fast changing legislation, the day-to-day challenge of providing public services, the need to act commercially and survive in an ever-more commercial environment.

Charities must live up to the expectations placed on them and their trustees by service users, employees and the general public. So spending money (i.e. donations) on legal fees can easily be misinterpreted, be seen as wasteful and lead to bad publicity.
