Personal Profile

Tom is an Associate in the Corporate Department, Co-Leads our dedicated Blockchain Group and drives a number of other emerging technology within the Firm. He has a deep understanding of emerging technologies such as distributed ledger technologies and artificial intelligence/machine learning, their possible use-cases and their legal and regulatory treatment.

Tom has experience advising high-profile government clients on the formulation of their blockchain and other emerging technology policies across a variety of sectors, including education, trade, finance and healthcare. He has also designed innovative technology-enabled proof-of-concepts for his government clients, which seek to revolutionise and transform their service offerings. Tom regularly advises and provides educational sessions to innovative corporates and forward-thinking governments on their digital strategies, policies and legal and regulatory frameworks.

Tom regularly speaks on the topic of emerging technologies and the law and Tom has addressed delegates in, amongst other places, Abu Dhabi, Norway, Gibraltar and Uganda. Notably, Tom recently addressed the EU Commission on the convergence of emerging technologies and has lectured at UCL and the University of Cambridge on the legal and regulatory treatment of emerging technologies. He has also been published in a number of publications including the Financial Times, Responsible Investor magazine and the Executive Compensation Briefing and maintains the Firm's dedicated blockchain blog, The Blockchain Consensus. Tom is also a member of the leadership team for the Blockchain working group of Tech London Advocates, a leading industry network of technology leaders, entrepreneurs and experts.

In addition to his emerging technologies work, Tom advises on a full range of corporate transactions including international mergers and acquisitions, equity fundraisings and shareholder arrangements, corporate reorganisations and general corporate advisory work. Tom enjoys working with entrepreneurial clients, in particular assisting them with early stage fundraisings and the legal and commercial issues affecting start-up companies. Tom has mentored a number of early stage businesses through various accelerator programmes, including Conception X and StateZero Labs. Tom also sits on the M:Tech panel, responsible for overseeing the firm's M:Tech initiative, and the firm's Editorial Board, responsible for coordinating and developing the firm's content creation and thought leadership publications.

Key Experience

  • Advising a high-profile government client in the UAE on the creation of a blockchain policy that will be applied to various sectors including education, trade, finance and healthcare.

  • Led the formation of a Blockchain Technology Steering Group for a high-profile government client in the UAE, to inform the development of its regional blockchain adoption policies.

  • Advising New Commonwealth Limited on securing seed funding in relation to its tokenised real estate offering.

  • Advised HM Land Registry on the UK's first end-to-end digital transfer of real estate, underpinned by blockchain technology.

  • Designed an innovative proof-of-concept for a key government client, leveraging distributed ledger technology, artificial intelligence and machine learning, and focussed on identity management.
