CMA
On 21 October 2025, HM Treasury published an update to its March 2025 regulatory action plan, setting out the Government's approach to ensuring that regulators and regulations support economic growth and innovation. This forms part of the Government's strategic steer to the Competition and Markets Authority (CMA), outlining how the CMA is expected to support economic growth across all aspects of its work.
Merger control
In October 2025, the CMA published a consultation on draft revised merger remedies guidance. The draft guidance sets out a more flexible approach to the circumstances in which behavioural remedies may be acceptable to the regulator. Following this consultation, the CMA published revised guidance on 19 December 2025, reflecting changes to the remedy review process.
Labour markets
Anticompetitive behaviour in labour markets is a growing focus for competition regulators globally and has been addressed by the CMA in its guidance issued in September 2025 on competition law and labour markets (Competing for talent - GOV.UK). The guidance confirms that no-poaching and wage fixing agreements amount to anticompetitive conduct. It also contains examples of exchange of competitively sensitive information which is likely to be anticompetitive. The guidance contains practical steps to avoid breaking competition law which should be followed by businesses.
